Why can't my visitor see my site?

One of my regular website users is unable to access my site from his home computer. When he tries to connect, he receives the following message:

"The connection has timed out - The server at www.usawks.com is taking too long to respond.
The site could be temporarily unavailable or too busy. Try again in a few moments.
If you are unable to load any pages, check your computer's network connection.
If your computer or network is protected by a firewall or proxy, make sure that Firefox is permitted to access the Web."

I found a similar problem posted in these forums from bpgsim5, and I followed the suggestion by Tim S. and told the user to ping and traceroute test. Here is the report he received:

Thanks for posting your question. I'm more than happy to assist you. It appears he may be blocked by your server. However, I can't verify that until I know what IP address your website's visitor is connecting from. Can you have your visitor go to the following link and then post his IP address here so I can check if the server is blocking him?
