How can I upload PDFs and images to my site?

i am getting this massage C:\fakepath\StokesTeachingPhilosophy.pdf: unknown Bytes complete FAILED!unknown error or disk quota exceeded

i have tryed to take a picture off my site and put it back on and now i cant

then i tryed my other browser and that did not work

in all i can not upload any pictures to my site http://michaelmrozikfineart.com/

also my picture size is small about 99kb file size
