Can I create a new user id for my account to manage and build the website? If yes, how?

Hi 524Admin,

Thanks for posting your question. I'm more than happy to assist you today. You can only have one cPanel login which would be your administrator. The system does not allow for multiple cPanel accounts on Shared packages. If you need to give your developer access so they can login to cPanel, here's a document that may help you out:
