Jooma language pack does not exist for my language

I want to change my joomla site into my local language but the problem I have is that there is no pack exist for my local language . how can I make it happen ? thanks for your help ?

While Joomla may not officially support all languages, there may be an extension that can further assist you within the following page:

<a href="http://extensions.joomla.org/extensions/languages/translations-for-joomla">Translations for Joomla</a>

If you do not see your language there, you may also request another language from <a href="http://forum.joomla.org/memberlist.php?mode=group&g=47">Joomla Language Team on their forums</a> as well.

If you need something immediately, you may need to use another language that your customers may be familiar with or may find it through further searching on Google as a 3rd party may have made it somewhere.
