Shared Paths VPS Server

I've setup git and emacs on my account. How can I share this with my individual sub-accounts. Is there a shared path that I can use?
For now I have it included with "cpanel3-skel" but this is very inefficient and is wasting almost 1gb of disk space per sub-account.
Second Question
Do you support/allow user group permissions? I would like to be able to manage my sub-accounts from a single shell login. Using cpanel sub-domains isn't an option since I need the individualized sub-accounts too. - Ex: I'd like to be able to traverse through /home/myuser, /home/my-sub-user, etc and have control over these files
