Able to recieve emails but unable to send via outlook and getting error message "Recipient(s) cannot be reached - 550 SMTP Relay Scanner failed"

My colleague all of sudden is unable to send emails from his laptop however he is able to send from blackberry, once he try to send email from outlook (laptop) he get this message:

The following recipient(s) cannot be reached:

Yousef.abubaker@icsme.co on 21-Nov-11 7:37 PM
550 SMTP Relay Scanner failed
