Sorry to hear you are having trouble with your large database import. What type of problems were you having during the import? Was there any error message given? I have seen large databases up to around 1GB import in this manner, so other than taking a longer time, there should not be any errors normally. Is the database even larger than that?
As for your php.ini file. It should be in your public_html folder. If it is missing, then the account will use the default server php.ini file. If you decide you need to adjust any settings, simply contact Live Support and they will be happy to place a copy of the server file in your account so you can alter any settings you need.
