Error establishing a database connection

I have tried going to both of my sites - and and both give me this error message. They were working yesterday, and I have not changed anything about either site since then. I also tried looking at my we-config.php file and the first time it said the file did not exist and the second time it said access denied. Please, please how can I fix this problem?

The issue is not with your sites. The server is experiencing some heavy traffic at the moment. The error you experienced was due to the database service taking longer than normal to respond. I can see your sites now and have confirmed the traffic load is currently going down.
