Q1: When I open the file manager (public-html) it doesn't show files, but when I open Legacy file manager, I can see and edit my files. Why can't I edit in the file manager?

This is a very good question. You should be able to use both the newer and the legacy File Manager to view and edit your files. At first thought I was thinking this was a permissions issue (have you recently modified file / folder permissions?), but if it was the the same issue should be affecting both file managers.

Q2: When I make changes in the legacy file manager, why don't the changes reflect automatically on my website?

The changes made in your file manager are immediate. If you do not see the changes, most likely it is a caching issue. Trying visiting the changed page in your browser and then hit the refresh button to grab a fresh copy of the page.

Q3: Why do I need ftp?

You don't. Most users use either FTP or they use the File Manager, it is not required to use both. FTP is faster when you're uploading / downloading files in bulk, but it does require that you download and configure an ftp client. File Manager is convenient when dealing with only one or two files because it is fast, plus it includes a built in file editor.
